I just tried taking the Jagged Crown to Ulfric and it didn't work. He just says "I'll come to your counsel, but I doubt any good will come of it. You can be a stormcloak but then change to an Imperial or vice versa. However you cannot be both. This can only be done during the Jagged Crown Quest which means giving the crown to the other side of the war.
